UK Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a recent poll of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Increasing Financial Pressures Prompt Asset Sales

A coalition of councils representing second-tier cities in England stated that six out of ten of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of playing fields and open spaces to support their finances, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and utilising savings to manage increasing fiscal pressures.”

Detailed Examples of Proposed Sales

One local authority in Kent announced its asset disposal plan included the disposal of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over five years.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Fiscal Pressures

This research of local authorities in the key cities group, which includes several urban centers, also found that more than 70% of councils will need to increase local levies next April to cover the growing cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and financial savings,” said a council leader.

He continued: “There are population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

Research of county councils this week also found council budgets being strained by the increasing figures of young people and adults needing Send support.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a policy document setting out those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 IMD measures,” noted the study.

“Although only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The figures highlights the scale of challenges confronting municipal officials across major urban centers in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the actual extent of deprivation and demand,” said Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have cut or compromised social care provision in the last year, the study revealed.
