A resurgent the Russian player secured his first title for nearly 30 months with a win over Frenchman Moutet in the competition championship match.
Medvedev, a ex- top-ranked player, has had a torrid year, achieving just one match at the big events and undergoing a setback at the American major.
The player's inconsistency on the tennis tour - and issues with his service game in particular - led to him dropping out of the world's top 10 and finally splitting with long-time mentor Cervara.
Now working with Thomas Johansson and Rohan Goetzke, the tennis star has consistently progressed in the past month - peaking in a closely contested 7-5 4-6 6-3 win over Frenchman Corentin Moutet.

"This championship is in dedication of my younger daughter her name, because the initial championship I won when my first daughter her name was born was for her."
Medvedev, the 2021 US Open champion, had lost his previous six championship matches, comprising in Halle in the past months.
His retrieving strategy and recurring reactions on the playing surface had caused observers to doubt if his capacity to play at the top level was concluded.
Yet the player has implemented adjustments in the past month, striving to come to the net and perform assertively, reinforced by an enhanced serving game.
The champion recovered from a disadvantage in the initial set against the tricky opponent, taking four of the last five games to gain the advantage.
The competitors exchanged break points in the following set before the Frenchman, attempting for his maiden tour title, took control to force a third set.
The opponent rescued 4 early chances in a competitive third set before the Russian broke to fifteen to serve for the match.
Suitably, Medvedev earned the title with a shot at the net area, with the Frenchman unable to manage a shot after two hours and 38 minutes.
